Adv. Barak Keinan represents the Clalit health services in opposition on behalf of Emek Medical Center in Afula. The hospital claims that the plan changes the designated purpose of the adjacent area, from public services to residential, employment, and commerce. Emek Medical Center argues that it serves 700,000 people and that the area is needed for its future expansion to accommodate the population growth in northern Israel. Therefore, they seek to maintain its public designation.
