Eitan Tzafrir

Adv. Eitan Tzafrir is a partner, since 2016, at the firm’s Administrative Law, Tender Law and Regulation Department.

With 17 years of practical and broad experience in Law and in Regulation,  and holding key roles in the public sector, Tzafrir offers comprehensive service to his clients based with a broad perspective.

Eitan Tzafrir commitment to his work is precisely reflected in the Latin expression “Acta non Verba” which means “Actions, not Words.” His diligence, rich experience, and his uncompromising pursuit of excellence have earned him great appreciation.

Adv. Tzafrir serves as the chairman of the National Regulation Committee of the Bar Association.

Adv.  Tzafrir and his team, together with other partners in the firm, escort and advise companies and organizations in various regulatory fields (e.g. communication, food, health, agriculture, insurance, environment, business licensing, infrastructure, energy etc.) on adapting their activities to regulatory requirements in various areas. The guidance includes assistance in understanding, implementing, and assimilation of existing and new regulatory requirements.

Adv. Tzafrirhas been assisting his clients from the early stages of the regulation process, even before regulation became an obligatory norm, and he has an initiatory attitude, leveraging his expertise in regulatory law and utilizing various tools. His rich practical experience, combined with his broad legal and regulatory knowledge, allows him to address any regulatory issue from a wide perspective and therefore offer a wide range of solutions, from quick responses to specific issues to the establishment of long-term regulatory strategies. Under his guidance, ongoing monitoring is conducted of legislative processes, governmental decisions, hearings in the specific regulatory area, and early identification of potential actions that may impact existing or new clients.

Adv. Tzafrir, together with other partners in the firm,  form a focused cross-sector task force that assists companies and organizations in formulating responses to proposed regulatory norms (primary legislation, regulations, orders, directives, circulars, etc.). Adv. Tzafrir also specializes in handling administrative fines and providing legal opinions on regulatory matters.

Adv. Tzafrir and his team specialize in preventive regulation, helping clients transition from a reactive defense mode to a proactive compliance and risk-reduction mode in advance. The service basket includes assistance for clients in recognizing the regulatory reality in which the company operates, mapping and analyzing risks, conducting a thoughtful prioritization process, and designing a system of creative, tailored and overall solutions that are tailor made to suit the company’s needs and characteristics, in the form of a general enforcement plan.

In his previous roles, Advocate Tzafrir served as a senior advisor to the Secretary of State and as the head of the professional staff of the Minister of Communications and the Prime Minister Benjamin Netanyahu. Inthese roles he was a central party involved in processes and reforms in the Knesset, government, and various authorities. Adv. Tzafrir was also the chief editor of the Law Faculty Journal of the Hebrew University, and the first director of the “Heritage” program – the national program for the rehabilitation of national heritage infrastructures. He was also a member of the compensation committee for the construction freeze in Judea and Samaria.
